The architectural approach stems from the concept of a pair of parallel prisms supporting a long, transverse volume, creating an embrace that welcomes the citizen. A key design principle was the organization of the building into distinct zones/functions: the more formal and public areas were located on the double-height ground floor, while the upper volume accommodates the office spaces.

Three materials define the building’s identity: exposed brick, metal, and glass, which are distributed across the façade surfaces, revealing the transition from the natural to the built element, from solid and heavy to transparent and light.
