The architectural approach stems from the concept of a pair of parallel prisms supporting a long, transverse volume, creating an embrace that welcomes the citizen. A key design principle was the organization of the building into distinct zones/functions: the more formal and public areas were located on the double-height ground floor, while the upper volume accommodates the office spaces.
